Cooper: Kingdom Council decision can?t be executed

WILLEMSTAD--Acting Cura�ao Prime Minister Charles Cooper (MAN) has stated that the decision by the Kingdom Government to let an independent committee have an investigation conducted at the joint Central Bank of Cura�ao and St. Maarten cannot be executed.

Pressured by the Members of Parliament, the MAN leader acknowledged that the intended mixed Dutch/Cura�ao committee would have no authority to do so. He said the guidelines in the Central Bank's statutes had to be taken into account, exempting its building and terrain from house searches, attachment, confiscation, or expropriation.

As such they "cannot be targeted by any forced measure of a governmental or judicial nature without approval of the Joint Court of Justice." One can only intervene through the Court, the bank's Supervisory Board, or the Audit Chamber.

The Council of Ministers in Willemstad will therefore stick to its earlier decision to ask the Supervisory Board to approach the Audit Chamber with the request for a thorough investigation. "International experts from the banking sector will be involved."

After the Kingdom Council of Ministers meeting he attended in The Hague, Prime Minister Gerrit Schotte (MFK) had issued a release saying that "Cura�ao requested the independent investigation with use of external expertise."

Meanwhile, 25 local community organisations have issued a statement calling on all actors involved in the Central Bank controversy to work on restoring peace, confidence and order. They said the current situation is causing great damage to Cura�ao.

The group had also requested an audience with Governor Frits Goedgedrag, who on Friday received a delegation that included chairman of the Cura�ao Bankers Association (CBA) Chicu Capriles, VBC-president Bas Kooijman, labour union leader Kenneth Valpoort and Council of Churches spokesman Pastor Simon Wilson. As is customary, no comment was given afterward on what was discussed with the governor.

In their "Declaration of Willemstad," the private sector representatives coordinated by Cura�ao Business Association VBC said they place much value on the reputation of both the Central Bank and government.

"When representatives of such institutions openly accuse each other of unlawful acts this greatly tarnishes the image of our island both here and abroad. We are deeply concerned about the consequences of this for the quality of life of our citizens."

The document further stated that the recent developments hurt the investment climate, but also the economy, employment, social wellbeing as well as the local norms and values.

"We need to look at what unites us rather than what divides us. It is time we ask ourselves what is important for this society."
