Dutch withdraw offer to extend AMFO advance

THE HAGUE--Dutch caretaker Minister of Interior Affairs and Kingdom Relations Liesbeth Spies has withdrawn the offer to prolong by one year the term of the last advance for the Antillean Co-financing Organisation AMFO.

That is because the Governments of Curaçao and St. Maarten have not responded to the Dutch offer for a phased take-over of subsidising AMFO in 2012 and 2013. Under the offer, which lapsed on May 1, the Governments of Curaçao and St. Maarten would take over 20 per cent of AMFO's budget in 2012 and 80 per cent in 2013.

As a result, the term of the last subsidy by the Dutch Government to this organisation will cease this year, as was originally the plan. AMFO had requested a prolongation of the last advance by one year. Spies' predecessor Piet Hein Donner had honoured this request, but under the condition that Curaçao and St. Maarten would agree to a phased take-over of the subsidy.

AMFO, which finances projects of non-governmental organisations (NGOs) in Curaçao and St. Maarten in the area of poverty, the youth, the elderly, the chronically ill and handicapped, and teenage mothers, and an integrated district approach, receives a 6.5-million-euro subsidy this year. The Netherlands has made about 150 million euros available in subsidies to AMFO since 2006.

An investigation into the effectiveness and efficiency of the subsidies will take place after the subsidy programme for AMFO ends in 2013, stated Spies in response to questions posed by the Dutch Second Chamber in relation to the 2011 annual account of the Kingdom Relations chapter of the Ministry of Interior Affairs and Kingdom Relations BZK.

AMFO submitted its 2011 annual account and report to the Minister recently for approval. The reports provide insight into the available means, the division keys per island and per target group, and the total amounts that were spent. The accountant has issued a positive declaration based on the control protocol, stated Spies.

At the request of the Dutch Parliament, the Minister provided information on the annual earnings of AMFO board members, but also of the development fund SONA and Aruba's development fund FDA.

SONA board members earn 28,500 euros per year, those of the FDA receive 12,500 euros per year. The AMFO chairperson earns 15,600 euros per year and the board members 13,200 euros per year.
