No quorum in place, so Parliament adjourned

PHILIPSBURG--Minister of Infrastructure Theo Heyliger was denied the opportunity to answer questions from Parliament on Monday when President of Parliament Gracita Arrindell was forced to adjourn the plenary session of Parliament due to lack of a quorum after a one-hour break.

The meeting convened at 2:00pm with 11 of the 15 Members of Parliament (MPs) present. After MPs had made their contributions and presented their questions to the Minister in the first round, a one-hour adjournment was requested by the Minister to prepare his answers.

When Heyliger returned to his seat after the one-hour adjournment, Arrindell opened the meeting and invited Heyliger to address Parliament. Before he could speak, MP Leroy de Weever of the Democratic Party (DP) requested the invoking of Article 30, which calls for a live roll call when the quorum for a meeting is in doubt. Clerk of Parliament Jossy Semeleer then read the roll and effectively determined that there was no quorum to continue the meeting. Arrindell then adjourned the meeting "until further notice."

United People's (UP) party MP Johan "Janchi" Leonard, who had indicated earlier that he was not feeling well, was not present after the break. Also absent were National Alliance (NA) MPs George Pantophlet and Lloyd Richardson and independent MP Frans Richardson. They all had been present earlier and no explanation for their absence at the time was given. The absence of the four MPs left the meeting with only seven members present, one short of what was required for a quorum.

MPs Sylvia Meyers and Jules James (UP), Patrick Illidge (independent), and Roy Marlin (DP) all were absent with notice.
