PHILIPSBURG--The General Audit Chamber has advised the Parliament of St. Maarten, via a letter dated October 4, to question Minister of Finance Hiro Shigemoto regarding certain omissions in his preparation and submission of financial statements/annual accounts of 2010.
The Audit Chamber said the minister had not complied with certain articles of the accountability ordinance that regulates the budgetary cycle of St. Maarten, including submitting 2010 financial statements before September 1, 2011.
The Audit Chamber outlined in its letter that government had not complied with the mentioned ordinance, in which it is prescribed that the Minister of Finance, on behalf of all other ministers, must present a draft ordinance and supporting documents to establish the budget.
Considering that government did not comply with what was termed "crucial provisions" relating to the budget cycle, the Audit Chamber said that it too could not comply with certain statutory deadlines and advised Parliament to question the Minister of Finance.
Chairperson of Parliament Gracita Arrindell could not be contacted for comment on Thursday due to the meeting of the Central Committee of Parliament.
