Dilma Rousseff was planning to soothe Paraguayan neighbours with the payments agreement Brazilian president Dilma Rousseff cancelled on medical advice Sunday?s trip to Asunci�n where she was scheduled to participate in the bicentennial celebrations of Paraguay?s independence.
