Report says Ahmadinejad stepped down and then changed his mind
Iran's president on Wednesday shunned a Cabinet meeting for the second consecutive time, apparently expressing his discontent over a recent government appointment by the country's supreme leader. Sources in Tehran claim there is a growing rift between Mahmoud Ahmadinejad and Ayatollah Ali Khamenei.
The confrontation stems from Ahmadinejad's recent dismissal of the intelligence minister, Heidar Moslehi, who was then promptly reinstated by Khamenei. Sources believe Moslehi's resignation came following a dispute between him and the president's chief of staff, Esfandiar Rahim Mashai.

Parliament to seek info on guarantee function
THE HAGUE--The Second Chamber is interested in the opinion of the Council of State on expanding the Kingdom Charter's guarantee function to include the areas of health care, education and nature.
Currently the Charter specifies only human rights, good governance and maintaining of law and order as areas of possible intervention by the Kingdom Government.
Parliament's Permanent Committee for Kingdom Relations will handle a request of democrats D66 Member of Parliament Wassila Hachchi today, Wednesday, to seek the advice of the Council of State in preparation of the pending presentation by Minister of Home Affairs and Kingdom Relations Piet Hein Donner on the future of the Dutch Kingdom.
The letter detailing the request to the Council, which was drafted by D66, shows that Parliament is especially interested in the interpretation and use of the Kingdom Charter, specifically the guarantee function based on which the Kingdom Government can intervene in a country.
The letter seeks an answer to the question about the possibilities Parliament has to make use of Article 43, the guarantee function. The letter also seeks explanation of a number of articles in the Charter about which there are differences in opinion amongst countries in the Kingdom.
These include the authority of the Kingdom in the area of Foreign Affairs, admission and expulsion of foreigners, Article 36 which defines the assistance between the countries, the right of the King to annul federal decrees via the Governors and other authorities of the Governors.
The letter further seeks an elucidation by the Council of State on whether the options in the Charter are sufficiently used or if adapting the Charter is desirable.
The so-called "democratic deficit," as well as the special status of Bonaire, St. Eustatius and Saba in relation to Article 1 of the Charter, is also addressed in the letter.

The crew changed their destination from the Bahamas and chose St. Maarten as their destination.
They are on a mission to cross the Atlantic Ocean on the raft to raise funds for Water Aid, the captain's chosen charity, and help raise awareness of the work they do to remind people of the many proverbs about water.
The An-Tiki left the Canary Islands on the January 30. The crew will be guests of the St. Maarten Yacht Club (SMYC). On board are Captain Anthony Smith (85), and crew members John Russell (61), David Hildred (57) and Andrew Bainbridge (57).
Their mission is to raise funds for Water Aid Charity (clean water for third World countries), study plankton, the start of the food chain, and to prove that older people are capable of undertaking adventurous projects. Their original mission was to sail from the Canaries to the Bahamas, but they changed their destination recently to St. Maarten.
The raft will dock at SMYC for a week. The Yacht Club is also planning to hold a "question and answer" evening at SMYC on Thursday at 6:30pm. This will include a visual presentation of the construction of the raft and the crew's mission with the Water Aid Charity.

PHILIPSBURG--A second health survey, a survey to assess the situation among the elderly in St. Maarten and an impact study to assess the effects of environmental practices on health comprise part of the research the Ministry of Public Health, Social Development and Labour VSA plans to embark on this year.
The surveys are among the goals outlined in the ministry's year plan, which was signed by Health Minister Cornelius de Weever and the ministry's Acting Secretary General Jorien Wuite, at an extended staff meeting at Sonesta Great Bay Beach Resort and Casino on Wednesday.
Wuite also outlined the ministry's plans for 2011 to workers of all departments and fielded questions from staff members.
In brief remarks before signing the documents, De Weever told staffers that VSA had been the "leading ministry" thus far and encouraged workers to continue working in the best interest of St. Maarten. "Do not slow down now," he urged. "Continue to lead by example."
He encouraged staffers to remain grounded, continue to build VSA "for the people" and focus on its year plan to achieve VSA's goals.
VSA's multiannual policy objectives are to signal and intervene in health risks, potential labour conflicts and risks of vulnerable groups in society in a timely manner. The ministry also plans to renew and/or modify policies, programmes, activities and legislation in the areas of safety, public health, social affairs, community development, labour and employment.
It also intends to strengthen national, regional and international partnerships, reduce bureaucracy by working transparently, effectively and efficiently and strengthen supervision and adherence to regulations and guidelines in public health, social security and labour.
Wuite said the ministry aimed to offer professional ambulatory services, enhance the services of the Inspectorate and Mediator, achieve timely completion of social security requests, foreign labour licences and dismissals and ensure prompt completion of and adherence to subsidy provisions, among many other plans.
The ministry's budget stands at NAf. 58.6 million ? 14 per cent of government's NAf. 421-million budget, which was recently approved by the Committee for Financial Supervision (CFT), after government had slashed its budget to meet CFT requirements. Some 12 million (three per cent) of the ministry's budget will be derived from income.
